Human rights concerns raised about Football Act

BEMIS Scotland have told the Justice Committee at the Scottish Parliament that they believe that Offensive Behaviour at Football and Threatening Communications Act 2012 to be incompatible with the Human Rights Act 1998.

They argue that the Act should be suspended immediately and highlight specifically that it breaches Article 7 of the ECHR – no punishment without law.  There is no legal definition of sectarianism, and offence to a reasonable person appears to be solely at the discretion of individual police officers.
