Consortium Briefs MSPs on EU Continuity Bill
As the UK Withdrawal from the European Union (Continuity) (Scotland) Bill has reached Stage 2 of the process of becoming law, the Human Rights Consortium Scotland has partnered with Scottish Environment LINK to produce a briefing on the Bill. The briefing covers amendments which were lodged by Angela Constance MSP, Liam McArthur MSP, Patrick Harvie MSP, Tom Arthur MSP, Dean Lockhart MSP and Michael Russell MSP.
To summarise, we support these amendments for adding a purpose to the power the Bill would give to Parliament to ‘keep pace’ with the European Union. We also support the amendments which would increase transparency and consultation around decision-making on using the keeping pace powers. Together, these amendments clarify that the Parliament’s new ‘keeping pace’ powers should be used to align with the EU on human rights and environmental standards, and should therefore protect Scotland from falling behind our European neighbours.
